Kernl 0.2.6: Repos Get an Owner, Environments Move to DevOps

A short Kernl release, one day after 0.2.5, carrying one structural change: repositories stop being a global list and get an owner.
Repos with an owner
Repos are now scoped to agents and surfaced in the UI. That's the difference between "these are the kernel's repos" and "this agent works on these repos" — which is what it takes to stop a DevOps agent from having reach over everything anyone ever registered.
In the same spirit, office environments moved to DevOps, where they belong.
Sandbox and extensions
This release adds per-agent sandbox mounts, extension bundling, and markdown list support.
Fixes
- The OpenAI provider, the model picker, and a readiness gate that was too wide.
- Cinema subtitle translation reuses cached transcripts instead of redoing them, and reaches our own port.
A change by subtraction
Container images nobody pulled are no longer published. Maintaining an artifact that goes unused costs CI time and gives a false impression of which install paths are actually tested.
